Administrator's Report to Council - January 4, 2007

Water:
Filter Replacement
Jeff Vaughn prepared drawings and supplied a water supply data
sheet for the Water Treatment Plant Filter Underdrain Replacement.  
He submitted the application, fee and supporting documentation to
the Ohio EPA.  The bids are scheduled to go out in March.

Fire Hydrant Damage:
On December 24, 2006 there was an accident on Washington Street.  
A driver sheared off a fire hydrant near the old West Bellaire
School.  I will be submitting the cost of labor (service department
and police), materials, equipment, boil order, and water loss to the
insured party who caused the damage.  The total cost for the project
was $4,860.13.   The incident took place at approximately 4:00 a.m.  I
would like to thank Bridgeport and Shadyside police departments
for providing mutual aid and assisting in patrolling the area until the
flooding was curtailed and the Bellaire police for remaining on
scene to provide traffic control.  I would also like to thank the crew,
TJ Moore, Danny Smith, Harry Kilgore, Mayor DiFabrizio and
Councilman Barry Zalesny.

Water Fund Issues:
I would like to ask to be placed on the next finance meeting agenda
to discuss changes that will need to be made to the temporary
budget for the Water Utility.  Mr. Baker and I are working on a needs
assessment and at addressing budgetary issues.


As I mentioned in the last council meeting, Mr. Baker, Mr. Vaughn
and I have been working on preparing for the filter bids.  The first
step in this is to secure a Permit to Install from the EPA.  Mr. Vaughn
has the paperwork prepared for this and requested the fee of $500
to be paid.  The filter repair was a designated project to be paid for
by the Infrastructure Fund.  I made request to the Treasurer's Office
to pay for this permit.

Currently I am also looking into upgrades to the Water Distribution
System.  One of which includes providing a tank to better serve
Brookfield, McCorkle's Addition and other areas currently running
off the Taod Hollow pump house.

There have been three individuals cited into Mayor's court for theft
of water and failure to secure water service properly.  All were
required to pay fines and were back charged for the stolen water.

Health Insurance:
I met with our representative and she expressed that new cards
were mailed out.  If the Village opts to change the health care
coverage, new cards will be mailed out.

Sewer:
At the Utilities Meeting on December 14, an increase to the sewer
user's fee was discussed.  I will be bringing forward legislation to
address this in January of 2007.

Sanitation:
Several sanitation issues were also discussed at the Utilities
Meeting and will be addressed in the form of legislation in January
of 2007.
