Regular meeting of Bellaire Village Council held this 19th day of July, 2007.  
Meeting called to order by Mayor Vincent DiFabrizio at 6:00 P.M.
MEMBERS PRESENT;  Mr. Zalesny, Mr. Hepburn, Mr. Gentile, Mr. Johnson, Mr.
Olack.
MEMBERS ABSENT:  None.

(IN THE MATTER OF MINUTES)
Motion Mr. Olack, 2nd Mr. Hepburn to dispense with the reading of the previous
meeting minutes held on July 12th and they stand approved same as being read.

(IN THE MATTER OF ORDINANCES)
THIRD READING:
ORDINANCE NO. 2007-21:  AN ORDINANCE AMENDING ARTICLE 9 OF
RESOLUTION NO. 807 AS IT PERTAINS TO UNIFORM ALLOWANCE AND
DECLARING AN EMERGENCY.  Read third time.
Q.        Mr. Gentile asked if the Finance Committee met concerning this allowance.
Mr. Johnson said that they had met with Mr. Sable, Clerk, who said there shouldn’t
be a problem
Motion Mr. Gentile, 2nd Mr. Olack that Ord. No. 2007-21 be engrossed and
passed.  Roll call vote.   Mr. Zalesny-Yea, Mr. Hepburn-No, Mr. Gentile-Yea, Mr.
Johnson-Yea, Mr. Olack-Yea. Motion carried.

Motion Mr. Hepburn, 2nd Mr. Zalesny to suspend the three day rule and have the
first reading of Ordinance No. 2007-22.  Roll call vote.  All members voting yea.  
Motion carried.
ORDINANCE NO. 2007-22:AN ORDINANCE MANDATING SUBMERSIBLE LIFT
STATIONS INCORPORATING VALVES AND CONTROL PANELS IN ABOVE
GROUND ENCLOSURES AND DECLARING AN EMERGENCY.  Read first time.
Motion Mr. Zalesny, 2nd Mr. Hepburn, to suspend the rules and have the 2nd &
3rd reading of  Ordinance No. 2007-22.  Roll call vote.  All members voting yea.  
Motion carried.

TO BELLAIRE VILLAGE COUNCIL:
I would like to be considered for the open council seat. I have served as Mayor
and also as a Council member.  5 yrs.as Mayor and 1 yr. on Council.  I have the
experience of working with State and Federal Government as well as O.D.O.T. and
O.M.E.G.A.  I helped the City secure grants when I was Mayor.  Your consideration

The resignation of Ricky St John from the Village Council had prompted my
actions.  I would like to put in my bid for the job.  My name is Dan Brown.  I own
property in Bellaire Oh.  I have been active in the local political arena for the past
6 years.  I am also active in community service.  I will be opening the local Toy
Museum in the coming weeks, so I will have time for the job as well.  Also now that
my museum is past the inspection stages there are no longer any issues involving
the village that I will be actively involved in, so I can focus on helping the village

Mayor and Village Council Members:
My name is Rickie Parker and I reside at 181 Dorer Avenue.  I would like to submit
my name for consideration to be appointed to the Village Council seat vacated by
the resignation of Rick St. John.  I was born in Community Hospital and graduated
from Bellaire High School in 1990. m I have been employed at Kroger’s for 17
years.  Through this employment I have become acquainted with many of the
citizens and I am aware of many of the problems facing them and businesses in
the Village of Bellaire.  My wife Angelique is also a life long resident of the Village
of Bellaire and we have been married for nine years.  Angelique and I have two
children, Harlei age 10 and Lexus age 8 who attend Bellaire Local Schools.  I have
volunteered as a junior sports softball coach for two years and have assisted with
festival planning in the Village for the last two years.  I am always looking for ways
to increase my public involvement and remain committed to the future growth of
the Village.  I have attended numerous council meetings and have always had an
interest in politics and government.  I believe I would represent a fresh voice in
Village Government and be a progressive thinker with knowledge of issues that
face the Village, our citizens and our children.  I would appreciate your serious

I am submitting my letter of interest in filling the recently vacated council seat.  I
have previously served on Council for 9 years and would hope that my experience
and dedication during that time would qualify me as a candidate to fill the Council

Bellaire a better place to live.  I am excited at the prospect of working with the next
Village Administrator and see what we can do together to keep Bellaire moving

Dear Members of Village Council:
I understand that there will be a meeting to interview prospective people to fill a
vacancy on Village Council on Thursday July 19th.  Due to work commitments I
cannot attend this meeting.  I am writing this letter requesting that I be among
those considered for the council vacancy.  I would be interested in filling the
vacancy created by the resignation of Mr. St. John.  I was on village council for two
years.  I feel that I devoted those two years to the betterment of the Village and its’
residents.  I had a perfect attendance record for council meetings, attended all
committee meetings that I was assigned to, and feel that I voted in ways to better
the village and its’ residents.  I also participated in as many functions as I could to
clean-up and better the village for the people who live and work here.  There is
always work to be done, and I would try to help to get things done.  In closing, I

Dear Mayor, I would like to submit my name for the opening on City Council to
replace Councilman Rick St. John until the end of the year.  As you know I was
recently elected and will begin serving January 1, 2008.  I have 25 years of
experience, which gives me the knowledge to help the village get back on the right

Dear Honorable Mayor DiFabrizio and Esteemed Members of Council:
I am writing to express my interest in the vacant council seat.  I feel that I am very
qualified and capable of holding this position and carrying out all of the duties it
requires.
I have served the village in the capacity of Administrator for two years and am
versed in the day to day operations as well as the legislative side of affairs.  As
you will note on my curriculum vite’ my background and education speak for
themselves as I hold advanced degrees in foreign languages and have work
experience in public health, education, research, and grant writing.  I am a resident
of Bellaire and after having worked closely with the public, am aware of many
needs in the community.  In an effort to answer some of these needs, I volunteered
time and resources to help establish and carry out work of several community
enrichment activities including the All-American Days Festival, Operation Clean up,
Make a Difference Day, Clean up, Make a Difference Day, Community Center
Development Committee, Playtime in the Village, and the Riverfront Development
Group.  I am committed to continuing work on these projects to ensure that Bellaire
has the best base for business, recreation, and tourism that we can offer.  I have
worked to establish a professional relation ship with many different organizations in
the private and public sector, schools, and government at the local, county, and
state level in the immediate and surrounding areas.  I have also worked with the
public on a variety of levels as utility consumers, volunteer, and property owners.  I
have made great strides in the community, and have proven to be results-oriented
and easily establish a rapport with others.  I hope you share in my sentiment that I
am an ideal candidate to serve as council member and support me in this

Council did not receive the letter of interest from Lou Ann Bennett.

Mr. William Marinacci withdrew his letter of intention, since he should be taking a
council seat in January, he decided to withdraw.  He said that there are several
good people interested in the vacant seat.

Attorney Sustersic, Solicitor, explained that council has a responsibility to fill the
vacancy in 30 days, if not, then the Mayor has the option to fill it.
Mr. Olack said that he would like to question each applicant.
Discussion followed.
Mr. Gentile suggested having the applicants attend next meeting at 5:00 in order
to interview them.
Motion Mr. Olack 2nd Mr. Gentile, to have the meeting on August 2nd starts an
hour early at 5:00 o’clock in order to interview the above applicants.
Roll call vote.  Mr. Zalesny-Yea, Mr. Hepburn-No, Mr. Gentile-Yea, Mr. Johnson-
Yea, Mr. Olack-Yea.  Motion carried.
